Committed to Serving the Citizens of Tracy

Evelyn Tolbert has provided exemplary service to the Tracy community for the past twelve years. She served her first two as a Planning Commissioner and for the past ten years has been extremely active and effective as a Councilperson. Evelyn is the City of Tracy Representative to the San Joaquin Community Development Block Grant Program and she is the Deuel Prison Board representative.

Because of her concern for the youth of Tracy, Tolbert was the catalyst for the creation of the Tracy Youth Commission and founded the Mayor’s Community Youth Support Network which was formed from her vision.

Evelyn Tolbert works continuously in the community creating a cross-section of wholesome activities and new programs for our youth. She is also the creator of the Special Needs Activity Program (S.N.A.P.) for young people with developmental challenges.

Concerned with issues facing women and senior Citizens, Evelyn founded the Tracy Women's Forum Association which held its Tenth Annual Tracy Women’s Forum in March, 2008. She is also founding member of The Golden Agers; a community organization for senior citizens.

Tolbert works diligently in support of our community. She is an active member of the Tracy Area Genealogical Society and the Tracy Habitat for Humanity. She works each year with Brighter Christmas and is the "Turkey Lady" on distribution day. She volunteers annually as a bell ringer for the Salvation Army, and participates with the Kiwanis Club in collecting donations for handicapped children during their "Tootsie Roll Drive. Evelyn also serves as Head Dishwasher for the Senior Citizen's Thanksgiving Dinner.

Tolbert respects and appreciates the diversity that brings strength to the fiber of our community and encourages participation in the affairs of the City. She is highly accessible; providing a myriad of ways and methods that the citizens of Tracy can use to contact her to provide their input, have their questions answered, and voice their opinions.
