Joaquin County Community Development Block Grant (CDBG) Policy Board
Evelyn Tolbert serves on the San Joaquin County Community Development Block Grant (CDBG) Policy Board, which reviews requests forwarded by the various cities in San Joaquin County.
CDBG funds are allocated to cities and counties by the U.S. Department of Housing and Urban Development for use in projects, programs and services that demonstrate a minimum of 51% benefit to low and moderate income individuals and families. The amount allocated to the City of Tracy for fiscal year 2007/2008 was $346,454.00. Of that amount, 15% can be awarded to agencies to help fund public service programs. This amount totaled $51,966. The City of Tracy received $149,644 in HOME funds for fiscal year 2007/2008. The remaining CDBG funds are divided between the San Joaquin Fair Housing fund in the amount of $12,227 and $282,261 was allocated to the City of Tracy to resurface streets in the downtown area.
Council approved awarding nine agencies $5,774 each $282,261 to the City of Tracy to resurface streets in the downtown area.
The following programs and projects were approved on February 20, 2007, for this grant year:

- $5,774 to Boys and Girls Club for Public Service
- $5,774 to the Good Samaritan Community Services of San Joaquin County for Public Service
- $5,774 to McHenry House of the Homeless for Public Service
- $5,774 to Second Harvest Food Bank for Public Service
- $5,774 to the South County Crisis and Educational Center for Public Service
- $12,227 to San Joaquin Fair Housing
- $5,774 to VBR Foster Family Agency
- $5,774 to Tracy Interfaith Ministries for Public Service
- $5,774 to Women's Center of San Joaquin County for Public Service
- $282,261 to City of Tracy to resurface streets in downtown
- $149,644 in HOME funds to the City of Tracy.
