Boards, Commissions & Committees

Council Member Evelyn Tolbert has been noted throughout the community for her accessibility to the residents and her community action. Recently elected to serve a third four-year term, Evelyn Tolbert continues to work in various community organizations, a few of which she has founded to fill a community need. Council Member Tolbert feels that her involvement allows her to more readily receive direct input from residents on issues that concern them and provides her with valuable information on what the community needs from their local government.

Following is a partial listing of the boards, committees, and commissions on which Council Member Tolbert has served and she continues to be an active, contributing member on many of them:

PREVIOUS BOARD, COMMISSIONS & COMMITTEE SERVICE

Sutter Tracy Community Hospital Board of Trustees: Tolbert served for nine (9) full years. During that time period she served on various key committees. During her final years of service whe was a member of the Personnel Committee and was Chairperson of the Nominations Committees. The final act of the Nominations Committee was to recruit three new Trustees: Barbara Matthew, recently termed our Assemblywoman, Keena Turner, noted supporter of the Tracy Boys and Girls Club, and Tom Havens, CEO and President of the Community Banks of Northern California.

Institute for the Development of Emerging Area Leaders: Evelyn Tolbert graduated from the Institute in which she had studied with various government officials from throughout California. These on-going relationships have served as a source of information and feedback from jurisdictions comparable to Tracy as Council member Tolbert works to help Tracy address its current challenges.

League of California Cities: Councilperson Tolbert was very involved with the League during her first four-year term as a City of Tracy Council member. She served as an Officer in the Housing and Planning Division and was a member of the League's Housing Opportunity Task Force which worked directly with the California legislature in trying to resolve some impediments in the State of California Housing Element law. Although still an active League participant, Council person Tolbert had discontinued holding overall leadership positions to place stronger emphasis on activities that are more directly related to the needs of Tracy.

Inter-Regional Partnership: Composed of Stanislaus, San Joaquin, Santa Clara, Alameda, and Contra Costa Counties and two cities from each county. This organization is not currently meeting on a regular basis. Designed to create solutions to issues that affect residents across municipal boundaries, the organization was the primary catylus in having Interprise Zones established throughout California. The Tracy Gateway Project is a direct result of some the actions taken by this Partnership.
