City and School District Partnerships
At the dedication ceremony of the new swimming pool and new stadium at West High School a Tracy Unified School District Trustee remarked during his comments at the podium that he had the occasion a number of years ago to be talking to Evelyn Tolbert. He said that Evelyn Tolbert mentioned at that time that she would like to see the City of Tracy and the Tracy Unified School District "partner" to maximize the impact of the tax payers' dollars. He stated Evelyn was the first City of Tracy official he heard voice this view and preference for future partnerships.
Evelyn Tolbert spent more than 30 years working for municipal governments. During the latter portion of her local government career she was responsible for the negotiation and drafting of legal agreements between her City government employer and a number of nearby school districts. The objective was to utilize any government facility, regardless of whether constructed by school districts, or the City, to provide services to the community. Evelyn brought this philosophy with her to Tracy and early on as a Tracy Planning Commissioner began to advocate the multiple jurisdictional use of public facilities.
The citizens of Tracy are now beginning to see the advocacy of Evelyn Tolbert and other like-thinkers as City and school funds are being joined together to create even greater access to needed facilities for our residents.
